CAPT Dan Kelley, USN (Ret.)

CAPT Kelley has over 25 years of experience in military operations and Department of Defense system acquisition support. He has extensive economic and business case analysis experience in support of the Department of the Navy and the Defense Logistics Agency. Currently serving as a Director at Guidehouse (prior PricewaterhouseCoopers (PwC) Public Sector) as an engagement leader, CAPT Kelley is responsible for Navy market support in the Washington Metro area. As an experienced leader developing teams from diverse backgrounds and capabilities, his expertise is in economic analysis of system acquisition, real property, infrastructure, and installation operation services.

CAPT Kelley is experienced in supporting various Defense Department Major System Acquisition Programs (ACAT I-D through ACAT IV) with a concentration in financial analysis, should-cost, life cycle cost estimating and risk management of systems acquisition. Having led and supported numerous detailed business case analyses, analysis of alternatives, and cost-benefit analyses for major Defense system acquisition programs, he is well versed in real property and base operating support service analysis. CAPT Kelley supported Joint Basing and Regionalization initiatives through applied economic analyses and evaluated consolidating base operating support services for the Navy and Marine Corps. Early in CAPT Kelley’s career, he served as the technical lead for National Environmental Policy Act (NEPA) analyses and developed related documentation in support of Military Construction (MILCON) projects.

Having served 26 years in the Navy, both on active duty and as a reservist, CAPT Kelley is a qualified Surface Warfare Officer, conducted two Western Pacific Deployments and served in various leadership roles. He saw active duty service onboard the USS DULUTH and in OPNAV N4 and in the Reserves at OPNAV N4, Commander Second Fleet, Tactical Air Control Squadron 22, Office of Naval Research, Tactical Training Group Atlantic, Navy District Washington, and Riverine Group TWO.

CAPT Kelley holds a BS from Virginia Military Institute, an MPH from George Washington University, and an MBA from Virginia Tech. Dan lives in Northern Virginia with his wife Stacie, and children Lydia and Quinn.
