CAPT Matthew P. Dubois, USN (Ret.)
Mr. Dubois is an experienced leader, executive, and decorated Navy veteran, with extensive successful senior-level advocacy, leadership, and governance experience. He is currently working as an aviation safety auditor charged with providing expert evaluation of an organization’s flight and maintenance operations helping improve the overall efficiency and effectiveness of their Safety Management System program.
Prior to this he was employed as the Chief of Staff, Vice President of Human Resources and Director of Safety for an air charter organization. He led the executive team in the company’s day-to-day operations, global reach and long-range planning. He implemented enterprise wide safety standard operating procedures. Additionally, he was the Director of Safety and Security for a startup charter operator helping it obtain its Part 121 air carrier certification. He is also a Certified International Safety Manager, designated by the International Society of Safety Professionals.
He previously served as the Deputy Assistant Secretary of Defense for Reserve Integration in the Office of the Secretary of Defense for Manpower & Reserve Affairs. In this role, he served as the principal advisor to the ASD (M&RA) in support of the ASD’s Title 10 role of providing overall supervision of the manpower and reserve affairs of DoD. He was responsible for both the seamless integration of reserve affairs across DoD and strategic engagement on all Reserve Component matters. This included liaising with the Reserve Forces Policy Board, the Reserve Component Chiefs, and the Council of Governors as well as exercising primary responsibility for unique Reserve Component programs to include the DoD STARBASE program, National Guard Youth Challenge, international Reserve Component programs, and Innovative Readiness Training.
In addition, he led the Defense Personnel and Family Support Center. In this capacity, he was responsible for Defense-wide efforts to promote Employer Support of the Guard and Reserve, the Yellow Ribbon Reintegration Program, the Transition to Veteran Program Office, the Federal voting Assistance Program, and the Computer/Electronic Accommodations Program.
Prior to that he was the Deputy Assistant Secretary of Defense for Materiel and Facilities responsible for developing and exercising policy guidance and overall supervision of National Guard and Reserve materiel, maintenance, equipment, sustainability, facilities, energy, and military construction requirements for the Defense Department’s seven Reserve components.
Mr. Dubois retired from the Navy in 2011. He was an aviator that held many leadership, command, and staff positions. He has significant experience with board level governance in both government and nonprofit organizations.
