The Department of Defense has released a report that explores the feasibility of consolidating the exchange and commissary entities into a single defense resale system without causing problems for beneficiaries.
Some of the recommended reforms in the report include a consolidation of back-office functions like human resources, information technology, procurement efforts, and restructure resale governance.
The report, titled “Report on the Development of a Single Defense Resale System,” was required by Sec. 627 of the fiscal 2019 National Defense Authorization Act. You can find the report on the Department of Defense website here.
“While the DoD is not implementing any changes at this time, it will continue to plan for the recommendations presented in the BCA [Budget Control Act], within the parameters outlined in the National Defense Authorization Act,” Pentagon spokesman David Nokes said in a statement. “Importantly, the Department will not be closing, divesting, or privatizing any defense resale entity through this effort. The Department is committed to ensuring the customer experience will remain unchanged or will improve to meet changing expectations.”
